سند مورد اشاره که تاریخ روی خودش 27 دسامبر سال 1979 در سال 2020 (البته هنوز بعد از بیش از 40 سال با سانسور مفصل) توسط Office of the Historian, Foreign Service Institute, United States Department of State تایپ و منتشر شده (تصاویر اصل خود اسناد هنوز منتشر نشده)، عنوان دقیق این قسمت از Record of a Special Coordination Committee (Intelligence) Meeting با طبقه بندی (Secret; Sensitive) هست: Presidential Finding Washington, December 27, 1979 در متن اولیه که قرار بود توسط کارتر امضا بشه براش نوشته بودند: Conduct propaganda and political and economic action operations to support opposition to Khomeini’s radical regime.” (ترجمه: انجام عملیات تبلیغاتی و سیاسی و اقتصادی برای حمایت از مخالفان رژیم رادیکال خمینی در دستور کار قرار گیرد) کارتر اما برای این که بعدها آبرور ریزی نشه این را خط زده و بالاش نوشته: Conduct propaganda and political and economic operations to encourage the establishment of a responsible and democratic regime in Iran و نهایتا متن دستور سال 1979 رئیس جمهور آمریکا این شده که: Conduct propaganda and political and economic action operations to encourage the establishment of a responsible and democratic regime in Iran; make contacts with Iranian opposition leaders and interested governments in order to encourage interactions that could lead to a broad, pro-Western front capable of forming an alternative government Jimmy Carter
